With all that wire to play with, it was no big deal to mess up the first 8 tries! All you need is a nail and a pair of needle-nose pliers.

This works.
Unfortunately, for this little Barient winch the pawls are smaller than any that are still available, so if the pawl itself ever goes I'll have to replace the winch... but in the meantime I'm keeping my eyes peeled for old Barient winches of that model, and if I see one at a swap meet I'll grab it just for the pawls!
